Definition

This variable was created to give an estimate of children potentially living in kinship care. This term refers to children and young people who are not living with their parents (as defined by the census questionnaire, not including step-parents) and who reported one of the following relationships to the household reference person – Step child, Brother or sister, Step-brother or Step-sister, Grandchild, Other Relation or Unrelated (including foster children) in question H13.

Known Quality Issues

This variable relies on relationship data, which include some known quality issues. The ‘Potential kinship care child’ category relates to children whose data were collected from large households (for which continuation forms were required). Since relationships were not captured completely in households with continuation forms, we are unable to make definite conclusions about whether these children are living in households with their parent(s) (as defined by the census questionnaire, not including step-parents).
